Does anyone have a list of affiliate programs that have the following characteristics :

1.pays with paypal
2.is not a network e.g adsense , clickbank , chitika
3.is a PPC (pay per click) program
4.is a product or service

This is a little confusing, but you should check out the Peerfly network. They pay via paypal and can give you weeklies if you're doing a decent amount of volume. I'm not sure what you mean by a PPC program. PPC is just a way of getting traffic to the offer, so you can use PPC with essentially everything.

I believe he's looking for a program that pays per click instead of per sale.

Also FYI many affiliate programs do not allow you to market via PPC or have certain keywords prohibited, so you always need to check the TOS of each program.

Yup. This is great info. Each network has their own quirks. It gets annoying to keep up with who allows what, but it is worth it in the long run.
