I wouldn't for your offer Marie. 2 tier offers work best for something like webmaster programs and there has to be a big enough commission to make it attractive enough to split the pie. Most good affiliates aren't interested in recruiting others anyway and would rather make a bigger commission on their own sales.
I have different opinion. As you said that many affiliates don't refer others and it is true but if we think in general, most of the time an affiliate manager is always busy in recruiting new affiliates and if we read AFFSTAT report, 18% of the affiliates are recruited by affiliate directories.
Now, to please them, you must have a 2-Tier affiliate program. Those can be your atuopilot affiliate recruiters if you are offering them good 2-Tier commission.
