what is the difference between static and dynamic website in promotional point of view?

Static websites are simple HTML pages and its quite easier to optimize these pages because you can write tags and scripts in pages directly. On the other hand Dynamic websites have pages which loaded header, footer and body at the time of showing by database and are written in complex languages. Optimizing dynamic pages are tougher than static.
