Too many inbound links

Does Google Penalize for too many inbound links. I need to do link building for a client and i plan to build 10-20 links in a span of 3-6 months. Is that okay?
Will Google penalize for having build too many inbound links in a short period of time?

As far as i know and experienced google does not filter the sudden links, but the linkbombs. Untill you use a lot of different anchor texts you will successfuly mask the artificial link bait and avoid penalties.

My opinion is that if you insert 2-3 links per day you will be safe.
Internet is big and populated by millions of websites.
As said by livetech I think that 10-20 in 3-6 months are too few to be penalised, but thay are also too few to promote a client's website!
It could be good if all the link are from relevant websites and pages, trusted and with an high PR.

Yes, it's true. If you have so many links - that's very good for your website traffic. And don't worry - the links will never be enough.

yes but be careful, 600-700 links a month could be dangerous
