www.ipinfo.io is one
find the AS number AS7497 Computer Network Information Center - IPInfo.io ex.
get all that AS ips in CIDR form (use with caution)

$ host 12.123.45.194

that IP i made up is not a real user with a valid reverse DNS
Host 194.45.123.12.in-addr.arpa. not found: 3(NXDOMAIN)

it exists because it did not turn out as a (SERVFAIL) that means no DNS (can vary)

You can buy commercial fraud filtering services but they are expensive. *not free ...
