That certainly sounds shady or malicious in nature, I know I wouldn't share that info unless you were an official body or some branch of the government.

I too would like to see more information on what you plan to do with the IP's. I simply can't understand why you'd need them unless you were starting up some sort of malicious user known IP address or web policing site.
