Signature exchange is when two people agree to have the other person's website or forum web address in the signature they have on their forum profile.

Each time you post a messge you are promoting the other person website or forum through the link to his website or forum you have in your profile signature.

I guess you can call it that, its a partnership for you to promote another person's site in your forum signature in exchange for that person promoting your site in their forum signature.
