When would I need a vps?

There is no such fixed rules like after 100 or 1000 clicks you need a VPS. If you are serious about marketing then you should get a VPS for faster landing page speed.

I would say right away. Speed is really important for mobile traffic. You can take chances with desktop traffic, but shared hosting will be too slow for mobile devices. You can use a cost effective setup like below if you don't have the budget,
Install Virtualmin, Nginx 1.10, PHP 7, MariaDB 10 on Ubuntu 16.04 Server

And if you're using HTML landing pages, using a CDN to host your landers is the best method.
