I'm a agency beginner in affiliate markting and would like to know which forums or webs people use to find advertising agents for ads placement

Do you mean agency account managers, or publishers to run ads?

Re forums, just about any affiliate forum will have members looking for opportunities to increase their income via promoting or publishing ads.
