after I send email to ad network :

all will always differ between creatives with a landing page,
because they do not visit of the target country.
whereas we,
let alone a different country,
different devices can make the difference between creatices and landing page
what should I do?

That's very unfortunate qrezl. Not all networks do the same. If things like this happen try changing your account manager or simply work with more reliable and legit networks.

There is geo redirect setup for the offer. Ask your AM in the CPA network to disable to geo redirect.
Then you can resubmit the campaign for approval.
