Theres several good options, you could look into "juicy ads", the last time i used them was a few years back so im not sure what they're like nowadays but a good google search should yield some decent alternatives.

Does that mean the lowest cost for you?
Does that mean your cost per register?

If your creative is very good, or copy is very good, and accepted in your intended market --the ad network might matter.
No form of advertising guarantees any success based on traffic volume or on the unit costs alone.
