Why Are Flashing Banner Ads Popular?

As a standards-compliant web designer, I really dislike the
look and obtrusiveness of FBAs (Flashing Banner Ads). But did
you know that they work?

When mass marketing to many people - especially the "less techie"
typical internet surfer - they work (CTR). What do you all feel
about it?
