Can anybody explain this
I am trying to build a voucher affiliate site
just need to understand the main steps involved
do you get voucher feeds from the networks?
or do you get them from each program?
@Graybeard yes traffic will be SEO
and no I am not scared or delusional

By vouchers I am assuming that you mean discount code or coupon codes?

Merchants and not the networks themselves issue these codes or coupon deals.
Usually, merchants will email the short (or medium) term codes to their affiliates --this the norm from what I have seen in the past.
A network api for this would be nice --but I don't think that exists (or I haven't seen it).

So then I am assuming this -->
  1. merchant emails code
  2. each code is input manually by affiliate
  3. affiliate sets start & end dates
  4. plus affiliate ID
  5. affiliate gets paid for purchase
have I got it roughly correct?
 
Can you plug in a direct feed from the merchant?

Pretty much
with the exception of that any expiration is the date set by the merchant --not the affiliate
your commission is usually pro-rated(lowered) to the discounted selling price (however).
 
Answering my own question
turns out yes you can plug in voucher feed
  1. set up Wordpress site
  2. activate voucher code plugin
  3. then connect to voucher feed
Voila!
