I am using Propeller Ads currently for pop-under campaign. It is a decent traffic network for sweepstakes but you probably want to look at popads and popcash too. If you have a spying tool like Adplexity Mobile, you can evaluate each Pop traffic network and get a feel which offers that are doing well on each network.

3. Also, what is the minimum deposit to try?

Long time since I didn't use them. You can have a blacklist, I don't remember if you can start a campaign with a withelist, but I would say no. No names, only IDs like PORTGDF and PORTGDF-XGDFR where I presume first is the site, second is another palcement in the site, so you can block an entire site or only placements whitin in.
$200 is minimum deposit.
