One thing I haven't seen much in phone-based marketing is people moving into carrier-level campaigns where you can play with things like busy tones, caller IDs, misdial catch-alls etc.

In some countries it's possible to buy lists of phone numbers who dial into defunct casino hotlines and automatically send "we have moved to www..." texts when calls are received... though this is generally speaking, more of a Tier3 geo thing

There are many sites which let you sms with api like the #1 twilio & theres a few more geared twords bulk sms marketing. I would google this question including your needs.

just be careful with CANSPAM policies, an aff manager on a major network got a few years a while ago who sent non compliant sms campaigns.

From field experience I'd say the SMS marketing 'wild wests' are in Africa and Central Asia. Tier-1 regions are not suitable due to legal challenges

Privacy — Telephone Consumer Protection Act
The fines are huge for sms or telephone messages that are unauthorized (under US laws) and the fines have been enforced more than once.
CANSPAM has no jurisdiction with sms the TPCA does.
