I would like to ask if one needs to have a website to direct traffic from a pre-lander or is using a landing page enough?

Using a landing page is good enough, for most of the campaigns.

You might want to create a site if you're making something like product reviews or something similar, for rest of the CPA campaigns, landing page will work fine af.
