Your leads must be real, they must be verifiable, and they must have a percentage of conversion for the advertiser.
 
Anyone that buys leads is going to have a minimum ROI that they are going to expect to be achieved. So a certain percentage will need to convert. That is the entire point of buying leads. So if your leads fail to convert at their minimum required ratio, they won't want leads from you.
 
Yes. That is usually the reason why you are always advised to have the leads that are real and thus can be monetized.
