Yes it does and have good effect on raking. Every normal website has dofollow and nofollow links. If you make link to a huge number of dofollow link or ONLY DOFOLLOW google might downrank your website and all your work would be a waste of time and money.

No follow is the tag which tells the search engine not to follow the links or by putting Nofollow tag on the link is a great way to tell the search engine that you don't want to pass page rank for this particular link.So It does not affect on SEO ranking because search engines not count those link which are tag no follow and prevents you from doing any spam. However, it can be helpful for generating the traffic. Therefor, Nofollow Links does not affect the SEO, in fact; it gives us profit in terms of traffic.

yes sure, first of all post of the high authority websites gave you No-follow links. Whether it is WordPress , Blogspot, delicious, Reddit, all gave you links but all are nofollow links. But you can generate the traffic from them. Even Google spam head told that No-follow links do not harm your website ranking, if they are high quality links.
And disavow tool is used for low quality links which who affect your website performance.
I do not see any negative effect of nofollow links and this is good for getting traffic and making do-follow links natural by mixing some nofollow link in your website backlink profile.
The impact of no follow link can be understand by these example, if I have 2 links on a page, both followed, I know those links each distribute nearly 50% of the total ranking value the current page has to offer. However, if one of those links is nofollowed, does that automatically mean the other link gets the ranking value cast off by the nofollowed link the single followed link now distributes nearly 100% of the ranking value the page has to offer. Hence no follow link protect your website to lose your ranking

We create no-follow links only for saturation purpose of our links and to make our link profile of website look natural. Access amount of do-follow links might look suspicious and a mix of both are considered as the good strategy, but we do not need to waste time in making no-follow links and should be created on the go.
No Follow links does not pass link juice but that doesn’t mean such links are worthless. Your website can get valuable referral traffic which can increase conversions. Google favours Social signals too despite being No Follow.
Effects of nofollow and dofollow links depend on how we use it, that is we can avoid rich anchor texts, irrelevant links instead use common words and profile.
