i can recommend duolinguo as an app! It is a great opportunity to start with small steps.

You only need a vocabulary of maybe 200 words and understand that language's grammar to be functional -- with 1,000 words you are pretty literate.

A lot of people have told me that they have learned English by watching TV and Movies (for years) with English speaking actors with subtitles in their language

I've heard that, tried a couple of times while visiting Spanish speaking countries. Didn't work for me, I think I'd need about 50 years to pick it up, they talk so fast.

Definitely the slow way though. However, the acting dialog is often in everyday language that is commonly used -- as compared to more wordy books using often complicated language, grammar and syntax.
