Hi guys,

When i set a budget for my campaign on Fb ads,

Will Facebook make sure that i have that amount on my paypal account (or any payment method) before i can launch this campaign ?

They just check if your card/paypal is valid before starting a campaign.
Each time u reach $25 (or the minimum billing payment), they get it from your card or paypal.
