Yes, most reasons for denial (or some other disciplinary action) follow an abuse pattern. When the IP or the username change --the patterns that would cause an abuse to the TOS or AUP (Acceptable Use Policies) will remain the same.

Simple ML flagged ad inserts for moderation by people and now the moderators are themselves being replaced.
