Can you elaborate what are you looking for? as you mentioned first you're looking for ad server to drive traffic to your website, but at the same time you mentioned refer commission on registration which are 2 different things!
Hi, I want to try both, I can give commissions for per registered user to publishers. Mainly I just want to get new users to my new adult forum site. I don't know where should I start ?

Ad networks do not offer offer conversion only performance rates to the buyers of their product.
If the offer was good, the conversion funnel there and the rate of conversion reasonable --they would just offer the product themselves and not cut you in at all.
The counter argument is that the ad traffic doesn't convert.
Too many variables.
That said, I have seen ad networks that have their own offers, direct or working with specific affiliate networks, to be used on a:
Your deposit first then with ad cost performance price based on conversions.

1.Enter into an agreement with an affiliate program.
You will have to make a substantial deposit in cash to guarantee payment to their affiliates
if anyone does sign up.
In other words, you pay $1 or $2.50 per sign up.
2. Buy ads, CPM, spend $100 or $1,000 on ads, and you get to keep your conversions.
If you don't have any money, basically you are shit out of luck.
Borrow some money from your mom or find an investor.

Do you actually OWN the platform? I think not.
If you do start an affiliate program or engage with a network.
I think you are just a poser.
You have an offer from a network and you're trying to find sub-affiliates.
If that's what you're doing, you're just wasting your time offering to pay on a per performance basis.
Why would anyone believe you?
Understood it! so you're providing an offer for dating niche probably CPL/CPA SOI where consumer has to register! once done we get the comission!
Can you let me know what is the payout, and what are the payment terms, threshold, payment methods? also what geos does this website focus on traffic?
what are the restrictions? do you have any affiliate program to signup?
