Most publishers use mobile search to promote campaigns and now that Google has call-only campaigns, I'd say that's the best place to start.

If you're not familiar with search, you could try PPV or FB, but search is the ultimate source for driving calls.

Yep google is usually considered the best... but not the only place you can make a nice profilt. Bing is a not bad place to get your feet wet learning as their click costs are lower.
