Research and analysis need to be done for these factors:-
1. How well is the on-page optimization done.
2. Link building following relevancy or not.
3. Mobile page optimization
4. number of the targeted keywords
5. Number of web URLs on the website.
6. Content - unique, informative, and educate
7. Avoid keyword stuffing
8. Meta tags optimized or not
9. Image optimization
10. Web content optimization
Suppose; there are 1000 keywords, with a website having 500 web pages/URLs; your competitors are also competing for those, so it all depends on the work quality and SEO strategy followed to rank the targeted keywords. Rank any website at the top page of Search Engines - focus on content quality.
I agree with all of the comments and approximations above, but ofc, it depends on the niche and the keyword(s) difficulty. Also, that change in SERPs might not be permanent...
