What are the requirement needed to be consider if you are going to start a affiliate network on US base?

I think that is according to what kind of your products, and then try to develop a corresponding strategy

create a business entity like an affiliate network and contract with a US location;

1. DBA or Partnership Business License in the county (local) you are resident in <<<not recommended
2. LLC or a Corporation in the State (primary) where you will be located <<<recommended
   
3. To establish a bank account in the US -- if you are a new or unknown business -- a local bank in the state of your incorporation and where you are resident will be the easiest.
4. You will need to file tax reports (returns) to the state and federal governments as well as make estimated quarterly tax remittances.
5. You will probably need an attorney and an accountant/CPA

That is if you want to be a real business not a paper entity (front)

Then get a register agent.
Register your LLC.
Get US mailing address.
