I just want to start it from very basic investment. Kindly tell me how i can get a dashboard and admin panel for my network and how i can find advertiser (offer owners) for my network.

No one will do business with you when you have no credibility --a good provable track record and some real investment.
You should first establish yourself as an affiliate with payment records from affiliate networks before you start your own 'network'.

Most affiliate tracking platforms cost $200 - $1500 per month based on usage.

You can broker offers from existing networks or you can search for direct advertisers (look at landing pages, some have their affiliate link in footer).

Haven't used this myself but you can run it on your own server (he says)

You still need to contact the vendors/(the sellers of the offers) individually and make deals with them --that's the hard part; or;
I have had some larger affiliate programs offer to do 'rebroker' deals with me --that may be a possible too.
