There are loads of advice on CPA in this community. As for getting a network approval, well you need to have your budget, tools, and some other things ready to go. They will want to have a call or Skype chat with you and you do not want to miss that when they reach out.

How does someone new and inexperienced get approved by affiliate networks?

There are some networks that will give you a chance --look in the resources here.

Many make decisions on what you have done in the past to gauge future performance. Some accept most applicants. There is no list of what you want --you have to look and see it there is some hint they will work with beginners.

What country are you from matters also. You don't mention that some affiliate networks will not allow affiliate from certain countries for the reason of their fellow countrymen's past performance or fraud rates.
