Incentive vs. Non-incentive offer?

Mainly, looking at CR and retention rate. CR is usually higher than average if you run incentive, and retention rate is lower (less users come back to service/app). Some advertisers, especially those providing CPL offers have other KPI parameters, say, putting a photo on a Dating website.
 
Also networks check user's activities such as second (third) deposites in gambling, paid subscriptions in dating, etc. By the way the major fraudulent activity comes from proxies, traffic generated by bot farms or traffic coming from the same geographic location.

Incentive leads are pretty much bribed leads, in which visitors are bribed into filling up the offers (points, download, etc). As such, they have no incentive for further engaging in the advertiser's platform after receiving their reward. Networks and advertisers can easily detect this.

Pin submits, for example, allow incentive traffic because people usually don't bother to check their phone bills and the advertisers can charge them over and over again.
