5. Find my targeted accounts for following their followers.
6. Start work slowly.

In this 6 step need to start my journey. So now I am at 1st stage, so need to create 100 Instagram accounts.

Folowing people manually is not worth it. any suspicious actions and you are banned/blocked. Natural growth takes months, even years. I wish you best of luck anyway..and please do tell us more details about your method.
