I want to know that after doing keyword research how to choose keyword phrase to make meta title and meta description tags? All experts, Please share your knowledge.

In keyword selection your keywords must belong to your concern area in which you are dealing, if your website deals about website design and development then your keyword can be web design, web development and many more.. During meta tag description you must use those keywords in your description. For keyword selection you can take the help of a Google keyword tool.
 
You can place your most important or primary keywords in meta title and meta description.But remember there will be a character limit and you should not exceed it.So try to use your keywords within characters limit.

After keywords selection, you need to put the keywords in descriptive way in title tag and meta description tag. You can put the keywords in title tag but descriptive way will surly help you in getting good ranking. Similarly you can put keywords in description tag but in descriptive way with low keywords density...
 
Titles are still important for the users, as the title tag keywords are can impact the CTR from SERPS. Whereas other tags are not so important these days as pointed out by swizzle above.
 
you need to choose those keywords that are most relevant for the page you are doing meta tags for, and not for your entire website. if one page is about 3D printing, for example, and another is for 3D modeling, you should use specific keywords related to the process of 3D printing for the first and others specific to 3D modeling for the second, and not general prototyping keywords for both of them.

Any free meta tag analyzer tool will give pointers on how to tweak your tags. Google does not use the keywords tag but does use title and description. Bing (Yahoo) DO still use the meta keyword tag so it is still worth including.
