This varies based on upon placement, size, traffic source, demographics, etc

Which traffic source?
A banner in a traffic source could be very bad below 15% CTR while being amazing in another source with just 2% CTR.

For MMO niche I think 2-3% is good CTR rates. Actually it's depending on several parameters which are already mention earlier.

Your campaign isn't guaranteed to spend your daily budget each day. You are charged for the actual amount of activity your campaign receives.

This is depending on your bidding type as well. If you are bidding as RTB then CTR would be higher then regular.
