Can you accept whitelist IP CIDR ranges and only bill for ads displayed to those matching IP addresses?
ex whitelist entry:

Network:   1.2.0.0/22
HostMin:   1.2.0.1
HostMax:   1.2.3.254

Hosts/Net: 1022

If yes, what is the line count or whitelist KB size accepted?
These are very localized campaigns so how many simultaneous campaigns can you support using the save creative?

I have no problem discerning mobile carrier network addresses from server farms

We don't support IP targetting at the moment. However, we do offer Carrier targetting and we filter out bot IPs, to make sure that you don’t bid for them.
