Mobile traffic source targeting option

hope you all banking with your offers now. I'm looking for some good mobile traffic source that have IP exclude option and device resolution targeting option. Can you guys tell me what mobile traffic source have these? I am buying traffic on Go2mobi now but they don't have those options. Thank you very much.

I know have IP exclude option in buzzcity. but Buzzcity have much more people know how to spy your banner and URL, it's so bad. I also need some new tips about traffic source!
