I really interested to use these types link to promote my offer

This is the dedicated IP, I think you need to buy a VPS or Dedicated server with static IP and then setup the shorten script on it.

Why do you think an IP address would be good -- I would think quite the opposite.
You don't need a script you can configure the redirects to add the /wizexur in a Nginx server conf file or a URL map.
Definitely the fastest way to 302 a request.
wouldn't 345k24.com be better you may want a free let's encrypt SSL/TLS Cert and you will need a FQDN (fully qualified domain name) ...
