The problem here is that writing niche is overpopulated and the competition is extremely high. Try looking for some unusual keywords that are not directly selling your offers. For example, if you want to sell essays, you may try something like "writing consultation", "writing help" etc.
Apart from that, try other PPC networks and cheaper advertising.

Try advertising in social media, but you have to make sure that you are posting quality contents and are targeting the right people in order to succeed...

If you're targeting writers, you will need to have well-crafted content if you're setting up a site or sales funnel.

As @marketeer mentioned, you have quite a bit of competition in that niche. You'd probably notice improved CTR if you drill down to a sub-niche or create a unique angle that has lower (or low) competition.
