Noob question about CPA with PPV

Hi guys,

Been lurking for some days (I'm learning my CPA stuff before taking action) and I have a question that must be pretty simple:

When testing a new landing page and offer what do you optimize first? The landing page or the keywords/urls?
Because I could have bad conversions in one url and it could be because of the landing and if I remove it straight away I might be missing on that.
 
You can optimize either one first. If a keyword/URL has cost you 2x the offer payout with no conversions, then it likely has limited potential regardless of the the landing page. Generally, it's more efficient to optimize the landing page first because you can test which angle/lander is most effective while gathering data. Once you've determined the optimal lander through various split testing, you should have a decent amount of data to begin eliminating specific keywords/URL based on ROI.
