The biggest networks like popcash, zeropark, propeller, popads, etc. are not bad. You need to remember that any traffic source has a % of a low quality traffic, and you can find it, by testing and looking for placements with the worst traffic. White list the best ones, and cut those, that bring you worst traffic, and your problem of looking for a traffic source is solved. It also depends a lot on your bid! If you are bidding really low, you can't expect high quality, and blame the network.

All the time focus on optimization and creatives/offers tests, rather than search for the best traffic source or affiliate network.
