Hi, I'm from TR and I'm new here also affiliate marketing. I have just 500-600 Dollars to start business, my target is not making million dollars, I just need to see if I can. How can I (and should I) start an adult business (forum site) and how to monetize it ? If I buy cpa offers and use affiliate networks to gain users is it right ?

What are the legal problems? What do you mean when you say "adult": porn, explicit (like sex cams) or something vanilla like dating --they are not the same at all.
When you aggregate and then moderate the user content, then rate or list the content with some algo or profit motivation you open a Pandora's box.
Law in your domicile's jurisdiction would apply --Turkey, if that is where you live.

Bad idea, as you really do not know what you are doing yet. I am assuming this would be the first forum you intend to operate and manage, and you have no real experience in adult niches. Additionally, you will use up a few hundred dollars this way in a few weeks just getting started properly; server hosting, domain registration, forum with a template --better that a free one, etc.
Better to just spend the money learning about what you want to do first.

With your budget, it's better to start with something less risky, like trying CPA offers in a niche with stable demand. For a forum website, you'll need to invest more time in building an active audience, so it's a long-term strategy

I meant read, buy markting books (good source would be Kindle), directly related to CPA Affiliate marketing, and not free e-books that want to sell you something --that's why there are free. Youtube can be a learning source --if you can wade through all the hype in the 'supposed' tutorials. Of course, there are many user posts here at affiliatefix that would be worthwhile!
You are not going to hit the floor running, and make a profit in the porn business, as an affiliate, with very little background knowledge in affiliate marketing.
