I think link building has changed a lot. Since the panda and penguin updates Google algorithms are definitely more focused on quality as opposed to quantity. I also believe that soon low-level links will be penalized by Google and may even harm your site.
In my opinion, you're much better off with one good-quality link than having ten mediocre links with the same anchor text.
If I reach out to a website owner for a link, I want them to work with me to create a natural link that provides a benefit to us both. I like it when they edit my content to fit with their style of writing. If they care about their content then it's worth the extra work. Sometimes if a site has good traffic I put the same effort into nofollow links too.
Generally, I create content, leave it and see where it gets in the serps naturally with on page seo. I'll then edit it to push it higher if I can, then build a couple of links to get top 3, either guest posts or niche edits. If I need a High DA backlink then I pay someone to do the work for me., if it's DA 30 or below I do it myself.
It may not be for everyone but that's all the link building I do.

To be honest, the basic strategies of link building have not changed, but now it has become important to create backlinks that are user-oriented and can enhance user experience. Just make sure to get quality and authority backlinks from relevant sources. Even in 2021, blogging remains the most popular form of content marketing and building authority. Blogging isn't just great for winning organic traffic. It can also be an effective link-building tool through the use of strategic guest posts.
I would say guest posting, like always, is a bit of the standard technique, but it still shows results, then fixing some broken links that can be found on significant or niche-related sites, as it can also bring more traffic to your site. I personally also like the so-called skyscraper method where you rewrite some existing article that is popular and has a high volume of engagement and update it with new info, give your own perspective about things, and so on. Email signatures and link banners also can be a good sources, if you want to work more on direct advertising.

and that nonsense is only reinforced by scam SEO web sites.
They just parrot each other in a loop.
They try what the man says and they fall flat on their face --97% do.

I had a website on the first few pages of a popular one word search term, among other things it had many hundreds of pages indexed with lower SERPS on the first 40 SERPS,
for a website that had absolutely no link backs for 5 years.
It's gone now --shit happens /I am over it
I will be doing it again in sports betting with no fake backlinks just relying on data feeds I am going to be buying.
Then using ad network traffic for branding only. This is the way today (I think).
One goal is so get a lot of back links by real users that ACTUALLY LIKE the website in social media.
Time to dust off the Twitter bot. Got a plan for reddit too.
