What is the best PPL network for me?

I'm looking for a network that pays per FREE SIGNUP. I've been searching all day. There was a couple options but my mind is insanely cluttered with all the information and I'd like some advice. Here's some requirements:

- I'm in the USA
- Accepts 16 year olds
- Payment via PayPal or similar
- Pay per free sign up
- I don't care about minimum revenue needed to withdraw
- Pays at least $0.75 for an US sign up
- Doesn't require a website
