Since you are talking paid traffic, please tell us more on the CPA offer(s) you are promoting as some traffic sources work better than other depending on the vertical... (and often common sense will also guide you here)

Unfortunately, that will depend on your budget as well as where and what you are trying to sell/convert.
Like @GriD says: You can get some sources here.

Traffic quality will vary a lot not only by vendor's DSP;

• by the bid, both yours and the traffic vendor's
  (to the RTB or the websites the vendor buys from)
  
• the daily volume
  
• as well as the value/quality of the vendor's traffic
  (you are sold).
