Web design "firms" are generally interested in primarily bigger projects from big clients and brands. Additionally, web design is a very broad topic. Those you hire for web design are generally specific to the niche, or platform, or both. In other words, for example, designing for a forum like AffiliateFix is a completely different process and with different needs compared to the process and needs of the content sites I run in the private jet charter industry.

You are likely going to find a web designer specific to your needs on Freelancer, Upwork, etc., and for a much lower cost than one would pay with a web design firm. I am reasonably successful in my business and still use the same individuals I hired on Upwork and Freelancer many years ago.

Not typically. That sort of thing generally trickles down in behavioral and communications tendencies that result in poor performance for the clients, customers, consumers, etc. (in my experience).
