Why are pre-pop offers hard to find?

Hi guys, I've searched OfferVault for pre-pop offers and I only found 1. The affiliate network I'm with has none. I messaged my AM on Skype about this but I haven't heard back yet.

Why are pre-poppable offers so hard to find?

Pre populating an offer?

1. Because you need to populate the customer's data from your back end database.
2. Easy on to do on 1 server (you are the offer --selling source)
3. Hard to do cross-domain posting of names and emails without being in breach of the GDPR.

For all practical purposes --passing names and email addresses between domains is a no starter today.
