Well, don't forget what PR is after all. It's the probability that a user will get to some webpage through random clicking on links.
And these days webpages are growing on trees so the overall probability drops for all sites (except the big ones like MS and Adobe who get linked by everyone). That's what causes the drop. And the popularity of blogs has also added to this since the link distribution on the net has changed massively due to the blogroll links.

t the bots that do it, all they do is grab code, send it home, and wait to be sent the next url to crawl ad initi.

The algorithm works it out and you are missing the point really. Google don't HAVE to work out which are paid and which are free, they just work on balance of proabilites. If a site has the text 'sponsored links' or the like, then any links around it are probably going to be paid links.

Most paid links appear in blocks, are smaller text, and are often at the foot of the page. It is a relatively simple excercise, and I suggest you read up about block level link analysis if you think it is a difficult process ;)
 
if words like "Paid links", "Sponsors", Paid Ad", "Paid Advertising" are followed by a bunch of links going to other sites finding them Google can easliy tell which are paid links
 
Yes bdseo, those are classic tell tail sign, so when buying a link, ensure you link is not placed under a section with any of the above tags
