Hi, i want to make an url shortener and i have big audience to use it, can i get some ads on my website from any affiliate network ? Do they allow it ?

Ask the affiliate manager --networks have different policies.

I think that a URL shorter tool may cause page opening delays and just create new issues.

Best to use you own domain with server rewrites

Why go through that? There are hundreds of them out there already and most have integration access for your sites. It's like re-inventing the wheel. Some may even have white label options.

It will depend more on the offer requirements and restrictions that are posted with the offers inside the networks. Most that allow using banner ads will provide clear instructions of where this is permitted.

The problem with affiliate networks is fraud, on some networks, one can get up to 100% of the traffic that's fraud.
So if they allow url shortener, they will allow to basically hide where the traffic is coming from - which will probably result in even more fraud :)

yeah you can definitely monetize a url shortener site with affiliate or ad networks — but there are a few things to keep in mind. Some networks might be cautious because shortened urls can be used to hide redirects or spammy content, so it's important to stay transparent about your use case
networks like propellerads, popads, and adsterra usually work well for this kind of traffic if you’re monetizing through pop or push ads. Just make sure your traffic is legit and that your site has proper terms and content policies in place — it helps with approvals.
What kind of audience do you have, and are you planning to monetize through pops, banners, or something else?
