Yes you can link directly to the offer (not all traffic sources allow it).
But in the vast majority of cases, you will have to use a landing page to presell your offer to the prospects.

Try using mobirise.

I saw a recommendation from somebody in these forums about, so I tried it.

It's free software that you can download to build mobile capable websites with. I downloaded it and checked it out.
It appears legit, and very easy to use to make simple websites with.

The free version is limited, but you can build some nice landing pages with it.

If you want to expect the best results I would recommend to setup an own domain, e.g. with wordpress..

It is not always the case but personally I will advice you to have a website, in this case a landing page, where you can be able to collect such vital data. With your on landing pages, you are flexible and can do a lot so as to get cpa offers promoted. Today all that matters is being able to work smart and research a lot. It will help you always get into the right directions.
