Does eCPM matters more than CPM?

Hi there
My Zeydoo CPA offer offers a rate of $0.98 for Australia, but its eCPM for this geo is $2.3.
On the other hand the rate for Thailand for the same offer is $0.45 but its eCPM is $6.2.
So here Thailand is clearly more profitable? And the common thinking in affiliate marketers community of sending traffic to Tier 1 countries as its way more profitable is not relevant here ?

Without knowing the exact source of the traffic those are meaningless (or deceptive) eCPM numbers.

One source of the traffic might be email while the other source of the traffic SEO is what I mean. Or other traffic; native, Facebook etc.
