It seems like my clicks was coming from a target that was curious and not real game players
I adjsted it and I saw my FRIST conversion ever! it's only 3.5$ but I can see I am going to the right direction will try to bring up my CTR if possible up to 0.3 at least!

Sorry it's been awhile, its because the offer was down and I couldn't find similar offer and I am back to square $0 so I need to prepare another test with bit more of the budget.
I believe this is just part of the game, you gotta learn to enjoy this starting over and setting up again because these things happen often than you know. I know I am bit slow but I will learn by this experience and start to set up much faster.

Currently its been 12 hours 648 reach 1 click through
the click cost was $4 I changed the automatic best bid into 30%- of the recommended bid because it's just too expensive!

Gotta see how it goes for another 6 hours or so and will update on what happens.
