Both of them work very well, the only important thing that you need to consider is spamming. most people indulge in posting spam contents. The website, forum or blog may not allow it but if they do, you got yourself a backlink.

The people that say they never work, don't use or test them. Yes both work, as part of a varied portfolio of links. Thats the point in backlinks from different places. One won't give you a magical result, and if it did you still shouldn't use just one. Be relevant, there are lots of places to comment and link on blogs and forums.
