Rather than just telling you $100 is not enough (which is true if you are going after paid ad), I'd like to answer what you can really do with $100 so you have a better idea of why not enough and how much more is needed.

Plan 1: Blogging
From setting up a blog to driving traffic via SEO, YouTube, etc... $100 is more than enough. Promoting Clickbank product with your blog is a plan that some top bloggers are doing. If you are planning paid traffic, you need at least another $500 for testing. As a total, you need $600 for that.
Bottomline: You must really have the SEO skill and know what you are doing.

Plan 2: Email Marketing
Collect email list, build good relationship with them, and sell them Clickbank products. Autoresponder service usually cost you not more than $20, and you can use the rest for paid traffic. I use a viral list building software to build my list (it's Free but I choose a paid plan which cost $20). Then I use the rest of the fund to generate traffic ($60). It's a total of $100.
I have successfully used $100 to generate positive ROI with this method, but I must admit that the result varies from person to person because of various factors.
Bottomline: $100 is a starting point and you could possibly get more positive or negative ROI. But remember that you are building your list, which is a long-term effect.

For $100 I won't suggest a spy tool.

It's just my two cents and hope it helps.
